Can I use authentication services using TACACS+ server for Windows PCs on Moxa NPort 6000 series?

Yes, this is possible. Download the basic (free) version tacacs.net to install TACACS server on your PC. Follow instructions provided by TACACS installation wizard. Afterwhich you will be able to configure user authentication on web console of Moxa Nport 6000 series.
